Municipal Plan Review and Update, 2024-2034

The Town of Portugal Cove-St. Philip’s Council and staff in collaboration with Tract Consulting is pleased to announce that it has completed the draft of the proposed Town of Portugal Cove-St. Philip’s Municipal Plan and Development Regulations 2024-2034. This draft was completed reflecting on all public consultations during the initial introduction of the Municipal Plan Review and Update in Fall of 2022.
The Municipal Plan and Development Regulations are legal documents created under the authority of the Urban and Rural Planning Act, 2000 and guide the future growth and physical improvements of the Town for a 10-year period.
This webpage will be updated as the review process progresses.

The Town has also prepared an Interactive Map for the convenience of residents to determine if the zoning of their property is proposed to be changed in the proposed Municipal Plan and Development Regulations, 2024-2034. Additional information is still available on the Town Map.

The Town encourages residents who may have any initial thoughts and input on the draft proposed Municipal Plan and Development Regulations to send them to us at [email protected] or to the Town Office, located on 1119 Thorburn Road. Your feedback is crucial in shaping the future of our community and will be of great value to staff and council as we review and reflect-upon the draft documents together throughout the summer.
The review of public input will begin after Friday, June 28, 2024. We understand that engaging with the community and gathering comprehensive feedback takes time and we would like to clarify that the consultation period for residents to submit comments extends beyond June 28th and no deadline has been set for the close of public consultations. We expect to continuously receive public input all summer long as residents take the time to review the draft documents and engage in conversations with each-other and the Planning and Development Department. Our intent is to ensure that everyone has ample time to review the draft and provide thoughtful feedback. We believe that every voice matters, and this extended comment period allows for more inclusive and diverse input, ultimately leading to a more robust and representative Municipal Plan. This is an early step in a comprehensive process (as outlined in the provincial Urban and Rural Planning Act, 2000) and there will be additional opportunities for interested persons and community groups to provide input during the complete review process. In addition, residents can find a flyer in their mailboxes as of Monday, June 10th, 2024 that outlines the information to attend the public information sessions.
Public Consultation (Fall 2022)
Council has engaged TRACT Consulting to complete the review and update of the Town’s Municipal Plan and Development Regulations.
In Fall 2022, TRACT completed a Background Report to inform the preparation of the new Municipal Plan and Development Regulations containing a review of land use, development and infrastructure servicing issues, and a socio-economic profile of the Town.
A Community Survey was conducted in September 2022. A summary of the Community Survey can be viewed here. Further to the Community Survey the following Committee and stakeholder consultation meetings were also held:
