Housing Needs Assessment

The purpose of this project is to prepare a Housing Needs Assessment for Portugal Cove-St. Philip’s that identifies current, emerging (5-year) and long term (10-year) housing needs and gaps based on housing supply and types, demand, and demographic trends.

The assessment will support Council in planning and development decision making, including rezoning, subdivision, and building applications by providing evidence-based analysis and actionable recommendations.
