Public Council Meeting Highlights, Wednesday September 2
CAO Report
- Budget Consultations for the 2027 year will begin in September 2026, beginning with the budget survey. Budget consultations are slated to take place in early October. Residents are encouraged to share their feedback by completing the survey or attending a public consultation in person or virtually.
- Thank you to residents for their patience as the new automated garbage program rolls out in the community, those on the Wednesday and Thursday routes now have their bins and we’re continuing with bin delivery for remaining routes.
- The second sculpture in the Public Art Rotation Project has been installed by the Town Hall – the piece titled “ Sky Tower” by artist Tonya Hart, will be on display until 2027 in front of the Town Hall next to the fire department bay.
- Mayor Bartlett and Julie Pomeroy Sparrow attend a regional economic development workshop with MNL on Regional Prosperity Partnership Program.
- Planning and Development have an ongoing public consultation for a residential subdivision at No. 1552A Portugal Cove Road. Residents can find more information on the proposal on the Towns’ website, deadline for submissions is September 9th.
- A new fire tanker truck has arrived, as part of budget 2026, replacing the 1998 fire tanker. The tanker was custom built to the Town’s operational specifications and will enhance the department’s ability to respond safely and effectively. Once department members are trained on the new tanker and apparatus it will move into rotational service.

Admin and Governance
- Council adopted a Respectful Conduct and Employee Protection Policy, which can be found on our website, pcsp.ca/your-government/policies-by-laws/
Community Services
- The Town will be taking part in International Week of Deaf People September 21st to 27th, hosted by the Newfoundland and Labrador Association of the Deaf. The theme for this year is “Declaring Deaf Peoples’ Human Rights.”
- Approval was granted for the replacement of two large soccer goals at Rainbow Gully Turf Field, as budgeted items for 2026.
- Funding was approved for publications in the MADD Year Book and Royal Canadian Legion Veterans Service Recognition Book, as well as support for the PCSP Lions Club 50th Anniversary and Stable Life’s Spirit Horse Day.
- Fall Programming registration opened to residents on Wednesday September 2nd, details on all programs can be found online or by contacting staff for more information.
Planning and Development
- In June 2026 the Town completed public consultation regarding an application to construct an antenna (telecommunications tower) at No. 25 Nearys Pond Road. Based on concerns regarding property enjoyment & values, and health concerns expressed in responses received from the public, Council resolved to reject the application. Thank you to all residents who participated in the consultation process.
- Council adopted the Terms of Reference for the Waterbody Buffers Advisory Committee which outlines work the Committee intends to complete and present recommendations to Council on.
Public Works and Safety
- Council has approved a contract award to CW Parsons Ltd in the amount of $16,245.89 plus HST for concrete repairs.
- Council has approved pole relocation in relation to the Dogberry Hill Road Water and Sewer Project as part of budget 2026, in the amount of $40,679.12
- Council has approved a change order to Fluidyne in the amount of $87,500 + HST to replace pumps in the St. Philip’s Wastewater Treatment Plant as part of the current upgrades project.
