Council Meeting Highlights from Wednesday, June 24th, 2026
CAO Report
- The Town will be sending out information in the coming weeks on changes to automated garbage collection, similar to neighbouring communities. Stay tuned for more details soon.
- The Tyler Spurrell Soccer Field in Voisey’s Brook Park has been re-surfed and sodded. We ask that persons remain off the field for another few weeks to allow the sod to properly take root. The Town is excited to see this field in full use starting in July.
- Line painting will begin in a few weeks.
- The Splashpad will open for the season on Friday June 26th. Details will be posted online, residents and visitors are asked to follow the guidelines and use the space responsibly at all times.
- This week we were pleased to welcome over 20 youth into Summer Camp Councillor roles. They are spending the week in orientation to prepare them for a safe, engaging and successful summer season. We’d like to thank NL Schools for their ongoing support of the program, including collaboration to ensure our program is accessible and inclusive for all participants.
- June is Recreation month is taking place until next week, don’t forget to submit a photo for a chance to win a prize.
- Planning and Development are currently conducting public consultations on various applications. Residents can view these consultations on the Town’s website, or reach out to the department for further information.
Corporate Services
- The Town approved the purchase of two parcels of land for Emberleys Road turnaround at a cost of $64,418.65 HST included.
Planning and Development
- Street Name and Civic Numbering Policy Update: Council approved updates to the policy. Town Policies and By – Laws can be found on our website, https://pcsp.ca/your-government/policies-by-laws/.
- Council appointed Paul Duffett as Chair and Sarah Zurel as Deputy Chair for the Waterbody Buffers Advisory Committee.
- The Town has engaged Reclaim Community CDO and Expertise Hub Cooperative to complete a Housing Needs Assessment for Portugal Cove-St. Philip’s that identifies current, emerging (5-year) and long term (10-year) housing needs and gaps based on housing supply and types, demand, and demographic trends. This assessment will support Council in planning and development decision making, including rezoning, subdivision, and building applications through evidence-based analysis and actionable recommendations. Public engagement will be completed during the project to ensure the report also reflects lived experience and the Town’s unique culture. Details of the public engagement will be provided as the project progresses.
Public Works
- Council resolved to award a contract to Fairview Investments in the amount of $918,924.75 for the Country Gardens Road Upgrades project.
- Council resolved to send a request to the Minister to borrow $240,100 to augment the budget for the Anglican Cemetery Bridge Project.
- Council approved the lease of two trucks to replace two aging trucks in the solid waste fleet, these are part of the Asset Management Program and in budget 2026.
Community Services
- Community services is looking forward to welcoming all PCSP Summer Camp participants on Monday, June 29th for another fun summer.
- The Regatta Festival will run from July 1 to July 12, beginning with our annual Regatta Day celebrations combined with Canada Day on Wednesday, July 1. Regatta Day will take place on the St. Philip’s Small Craft Harbour (St. Philip’s Marina) from 11:30 am to 5:00 pm, with Canada Day fireworks taking place (weather and fire hazard rating permitting) at 10:00 pm in Rainbow Gully Park.
